Preheat your oven to 300 degrees F (150 degrees C). Lightly grease a 9x13 inch baking dish with cooking spray. (5 minutes)

In a skillet, heat 4 tablespoons of olive oil over medium heat. Add 3 minced garlic cloves, sliced fennel, and minced shallot. Sauté until the fennel softens, about 5 minutes. Remove from heat, transfer the vegetables to a bowl, and stir in the chopped parsley. Reserve the cooking oil from the skillet. (10 minutes)

Season the whole red snapper inside and out with salt and pepper. Stuff the cavity with the fennel mixture. Use kitchen twine to tie the snapper closed in three places to secure the stuffing. (5 minutes)

Place the stuffed snapper in the prepared baking dish. Drizzle with white wine, lemon juice, and the reserved oil from the skillet. Sprinkle the remaining 3 minced garlic cloves evenly over the fish. (2 minutes)

Bake in the preheated oven until the fish is cooked through, opaque, and flakes easily with a fork, approximately 20-25 minutes. The internal temperature should reach 145°F (63°C). (25 minutes)

For an enhanced flavor, consider adding a few sprigs of fresh thyme or rosemary to the fennel mixture.
If you don't have kitchen twine, you can use toothpicks to secure the fish.
Serve the baked snapper immediately with a side of roasted vegetables or a fresh green salad.
