In a large pot, combine the chuck roast, beef broth, chopped tomatoes, diced onion, bay leaves, minced serrano chiles, lime juice, white vinegar, Mexican oregano, salt, and pepper. (5 minutes)

Bring the mixture to a boil over medium-high heat. Once boiling, reduce the heat to low, cover the pot, and simmer until the beef is very tender and easily shredded, about 1 1/2 hours.

Remove the cooked chuck roast from the pot and let it cool slightly. Once cool enough to handle, shred the meat using two forks. Discard the bay leaves.

To assemble the tostadas, spread a generous layer of warmed refried beans on each fried tortilla. Top with the shredded beef, shredded lettuce, chopped tomatoes, sour cream, and salsa. Add any other desired toppings, such as cheese or guacamole.

For a richer flavor, sear the beef chuck roast on all sides before adding it to the pot.
Adjust the amount of serrano chiles to your preferred spice level. Remove the seeds and membranes for a milder flavor.
For homemade fried tortillas, lightly brush corn tortillas with oil and bake at 350°F (175°C) until crispy, or shallow fry in a pan until golden brown.
Feel free to customize the toppings to your liking. Other great options include shredded cheese, guacamole, pickled onions, or a drizzle of hot sauce.
